The update
This notice reduces the tariff rate on patented pharmaceuticals and associated pharmaceutical ingredients that are products of the United Kingdom from 10% to 0%. Commerce says the change is made in accordance with Presidential Proclamation 11020.
The notice explains that Proclamation 11020 directed the Secretary to publish a Federal Register notice reducing the tariff rate for these UK products to zero to the extent required by a future US-UK pharmaceutical pricing agreement. Commerce states that the United States and the United Kingdom announced the successful conclusion of that arrangement on April 2, 2026, and that the requirements of section IV.1.a of the arrangement are currently being met.
The notice amends HTSUS heading 9903.04.63 by replacing '+10%' with '+0%'. The change is effective for covered goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern Time on July 31, 2026.
Impact
For importers of covered UK pharmaceuticals and pharmaceutical ingredients, this notice removes a 10% tariff charge on qualifying entries from the effective time forward. That can lower landed cost and change duty accruals, but only for products that fall within the covered scope and tariff provision.
What to watch
The notice does not restate product-level scope details beyond patented pharmaceuticals and associated pharmaceutical ingredients, so classification and coverage need close review. The timing rule is entry or withdrawal for consumption on or after the stated time, not shipment date.
How to prepare
- 1Review UK entry lines
Identify entries involving covered pharmaceuticals or pharmaceutical ingredients from the United Kingdom.
- 2Confirm HTS reporting
Check whether goods are reported under the amended tariff provision and whether classification supports coverage.
- 3Validate origin support
Make sure records support that the products are goods of the United Kingdom.
- 4Recalculate duty exposure
Update landed cost and accrual models for entries on or after the effective time.
- 5Coordinate with customs broker
Confirm entry filing reflects the amended rate for eligible goods.
